NEW DELHI: Anna Hazare's fast demanding a strong Lokpal entered the fifth day on Saturday saying that the government has been trying to delay the Lokpal Bill for decades. It sent a clear message to the government that the protest will not end till a strong Lokpal Bill is passed.

In a media interaction at the historic Ramlila Maidan from where Anna Hazare on Friday launched his protest fast, Team Anna took on the government for delaying the Lokpal Bill and accused the government from making the law a reality.

The 73-year-old Gandhian said, "They (government) have linked us to the US and now they will link our agitation to Pakistan."

Team Anna also dismissed reports that the movement has got any backing from any political parties or has links with any political parties like BJP, RSS. "Our protest is not political, it is against corruption" Team Anna said. "Those who are saying the BJP and RSS are behind our agitation should be sent to a "mental hospital," Anna Hazare said.

Anna Hazare's associates - Arvind Kejriwal, Prashant Bhushan and Kiran Bedi - spoke some tough words like "we cannot trust this government", but at the same time maintained that the government should come forward and start discussions. They also added that the government should stop wasting time in making false allegations.

Prashant Bhushan questioned the government, "How long will the nation wait for the Lokpal Bill."

Accusing the government of using divisionary tactics, Team Anna said that it is not holding the government to ransom and added that everyone has the right to protest in this country.

There were no signs as to which side would take the initiative to break the deadlock, but it was obvious that the move would have to come soon since Anna Hazare would enter sixth day of his fast on Sunday. As of now, his vital health parameters were "stable."

IIT, IIM students launch online petition in support of Anna

AHMEDABAD: Faculty as well as students of premier educational institutes like IITs and IIMs have launched an online petition on the web to garner support for anti-corruption crusader Anna Hazare as his indefinite fast for the Jan Lokpal Bill entered the fifth day on Saturday.

The 1,322-signatories to the petition and counting includes faculty of IIM-Ahmedabad, IIM-Bangalore, IIT-Kanpur, IIT-Gandhinagar and IIT-Guwahati. This petition seeks support to the Gandhian by skipping one meal in the day so long as he (Anna) continues with his fast.

It has also been signed by the students of IITs and IIMs, and is gradually getting popular.

"We have been instructed by the institution not to openly come in favour of the movement, but a lot of support is being garnered in favour of Anna at the institutes at individual level, where faculty and students have signied up this online petition," a faculty member of IIM-A who is amongst co-creators of the petition said, preferring anonymity.

Names of four faculty members from IIT-Gandhinagar figures on the portal, who have appealed to people to lend support for Anna, and also thank them for joining the online campaign.

The comment of Dr Sachin D Kore, a faculty of IIT-Guwahati on the portal reads "I support Anna's fast against corruption."

The petition, hosted as www.PetitionOnline.com as a public service on the web, is created by both the faculty and students of IIMs and IITs.

The petition draft reads, "Its an appeal that seeks to express solidarity with Anna Hazare who has decided to undertake a fast unto death unless the government agrees to enact a powerful law to rid India of the scourge of corruption."

Protests were even organised at the IIM-A campus here in support of Anna Hazare on Thursday last. Students had taken out a candlelight rally and skipped one meal that day.

Anna's fast enters sixth day

Gandhian activist Anna Hazare's fast for a strong Lokpal bill entered the sixth day here Sunday, with thousands packing the spacious Ramlila ground.

Hazare, 74, 'is fine', an activist of India Against Corruption told IANS. 'He was fine till late yesterday, and so is the condition now I think.'

The volunteer added that a meeting of Hazare and his close aides was going on but the subject being discussed was not known.

An estimated 10,000 people were at the Ramlila ground Sunday morning, raising slogans hailing the Gandhian for insisting on an effective anti-corruption legislation.

A large number was also having breakfast provided by the organisers -- biscuits, bread pakora, patty, aloo puri, and tea.

Many poured through Hindi newspapers, also distributed for free at the site.

Hazare began his indefinite fast Aug 16 soon after his detention while he was proceeding to the J.P. Park.

The same day he was taken to Tihar Jail, where he remained until Friday when he shifted to the Ramlila ground.

Ambika Soni goes defensive on Team Anna, claims door open for negotiation

With social activist Anna Hazare generating a mass support on the issue of Lokpal, the much humiliated Congress is making desperate efforts to salvage its image by claiming that the doors to negotiations to resolve the matter are still open.

Union Information and Broadcasting Minister Ambika Soni on Friday said, “I fail to understand why Team Anna has chosen the path of protest to find a solution to this complex issue. In any case, the Centre has accepted 34 points of bill made by Civil Society. There is difference of opinion on other points.”

She pointed out that the Government keeps the doors open for talks and dialogue. Soni accepted that Anna has received an overwhelming support from different parts of the country. “But it does not confirm that he has the support of entire India,” she added.

On being asked, whether the movement for a more effective Lokpal bill is the most challenging political crisis for UPA-2, she said, “I do not know, but our government is very serious to root out the menace of corruption. And it is true that as media exposed series of scam, people are very annoyed with politicians.”

Replying to a question on the sharp contrast in the public opinion on the crystal clear image of Prime Minister and the tainted representation of his cabinet, Soni said, “Perhaps this is the anger of people against politicians who have been involved in scams and scandals. Irrespective of the fact that who is leading the campaign, people tend to support any raised against corruption.”

Table Jan Lokpal Bill in Parliament on Tuesday

As Anna Hazare's fast entered the fifth day on Saturday, his team has demanded early introduction of the Jan Lokpal Bill in Parliament and said government can get it passed in days if it has the will.

"It is the people's demand that next Tuesday when Parliament opens, then the government should withdraw its version of the Lokpal Bill and introduce our Bill," former Law Minister and Hazare's associate Shanti Bhusan said.

Addressing the gathering at the Ramlila Maidan, he said the government should give an "assurance to Mr Hazare that whenever the Jan Lokpal Bill comes, they issue a whip and get the Jan Lokpal Bill passed."

Indicating that Mr Hazare could be open to minor changes in the Jan Lokpal Bill, he said an assurance from the government on his demand will be like showing respect for the public sentiment.

"If the government feels that some small changes need to be made to the Bill, then even those should be made only after taking permission and support from Anna. If they are willing to give that assurance, then it will show a respect for public sentiment and it is possible that Anna may agree to it," Mr Bhushan said.

On the deadline set by Mr Hazare, Mr Bhushan said the government can pass it within days if it has a "strong will" to do it. "It can happen. I have been a Union Law Minister and I know how things happen in government," he said.

Mr Hazare on Friday gave a 12-day deadline to the government to pass the bill; if the government fails, Mr Hazare has vowed to continue the fast till his last breath.

Asked whether the deadline was a little impractical, another of Mr Hazare's associate, Arvind Kejriwal, told reporters, "If the government desires, it can pass 15 bills in five minutes. But for the anti-corruption bill, they are taking more than 42 years. So we want to know how many more years will they take."

Main features of Jan Lokpal Bill

1.An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2.Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3.Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4.The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5.How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

6.So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

7.But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

8.What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

9.What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.
